i used to be able to, but since they changed it its like i click sign up and they like try to ask me to install it even though i have installed it alrdy

I think the problem is that you tried to sign up for the Windows Live Services Pack that's on their sign-up page.

What do you see when you try to open it? Make sure you click the link instead of trying to copy %26amp; paste it. It's a long link, you need the whole thing.
Reply:they are probably needing you to install the updated version of the new hotmail, just reinstall and you can delete the old version, did it not give you the option to upgrade or update it, that's all i did is upgraded. good luck
